It wont improve your blog (technically), but the number of backlinks and the amount of traffic you will receive will increase. Also, using a footer to the fullest (to me atleast) is highly recommended since it makes the pages look "cleaner". For example, using a footer is good because it takes off the clutter from your sidebars, but I guess it could also be bad when the viewer has to scroll all the way down for something.
